0 Purpose 1.1 To achieve management objectives of projects undertaken by the company, regulate organizational structure of the Project Department and clarify content and scope of work done by key persons, these Regulations are hereby developed.
2.0 Scope 2.1 These Regulations have specified standard project organization of the company, which may be adjusted according to specific characteristics of the project, such as scope of work, scale of project, degree of complexity and professional features. 2.2 These Regulations apply to establishment, operation and management of the Project Department for projects undertaken by the company.
3.0 Responsibility 3.1 Project manager a) Implement national laws, regulations, guidelines, policies and compulsory standards, and execute project management system documents and various management systems of the company; b) Lead all members of the Project Department, on behalf of the company, to conduct full control over project implementation (e.g. HSE, quality, progress, cost) and achieve project objectives through organizational measures, technical measures, contractual measures, economic measures and information management according to scope of work, content, duration, quality criteria and investment limit; c) Organize to prepare project implementation guidance documents including project commencement report, project management implementation planning, HSE plan and quality plan,

2.2 本文件适用于公司承接项目的项目部的设立、运 行与管理。
3.0 职责 3.1 项目经理 a） 贯彻执行国家法律、法规、方针、政策和 强制性标准，执行公司的项目管理体系文
件及各种管理制度；
b） 代表公司对项目实施全过程的管理和控 制，带领项目部全体人员，按合同规定的
工作范围、内容和约定的工期、质量标
准、投资限额，通过组织措施、技术措
施、合同措施、经济措施及信息管理，对
项目的实施过程进行全面控制(如 HSE、质
量、进度、费用)，实现项目目标；
c） 组织编制项目开工报告、项目管理实施规 划、HSE 计划书、质量计划等项目实施指导
性文件，按规定报批并组织实施；
